A proposal arrives with a spreadsheet attached. Forty blogs, all of them in the client's industry, Domain Rating between 28 and 51, every one indexed, every one carrying a dozen published posts and a contact page. $2,400 a month for a link on each. What the spreadsheet leaves out is that all forty were bought at auction by the same person, and that the only reason any of them publishes anything is to hold the outbound links in place.

That spreadsheet describes a PBN. To answer what is a PBN in SEO plainly: a private blog network is a group of websites that one party controls for the purpose of linking to a target site — usually that party's own commercial site, sometimes a paying client's. The individual sites can look perfectly ordinary. Real domain history, real hosting, real posts with real bylines. How a PBN in SEO Gets Built: Expired Domains Do the Real Work

Authority is the binding constraint, and it is the one part of the model that cannot be manufactured quickly. A domain accumulates it through links other people chose to give it, over years. A network builder skips the accumulation by buying domains that already have it.

Domains lapse constantly — companies fold, projects end, renewals get missed. When one drops, the backlinks pointing at it from its working life usually stay where they are. Auction platforms sell those domains as inventory, and the residual link profile is the product being priced. A former trade publication with links from universities and news sites is worth more at auction than an identical domain nobody ever linked to.

Google named this pattern directly. In March 2024 it announced three new spam policies, one of which was expired domain abuse, defined in the spam policies documentation as purchasing an expired domain and repurposing it "primarily to manipulate search rankings by hosting content that provides little to no value to users." The illustrative examples Google published are worth reading closely: affiliate content on a site previously used by a government agency, commercial medical products on a former non-profit medical charity, casino content on a former elementary school site.

Those examples describe repurposing, not age. Google made the boundary explicit in the same announcement: "It's fine to use an old domain name for a new, original site that's designed to serve people first." Buying a lapsed domain to build something real on it sits outside the policy. Buying it for the link equity attached to the old owner's reputation sits inside.

What happens after acquisition follows from the economics. Nobody funds genuine editorial for a site whose entire job is to hold one link, so the content budget per site stays near zero. That produces the pattern most often described as a footprint — a handful of posts on loosely related topics, no update schedule, no comments, no traffic arriving from anywhere except crawlers.

Why Google Calls It Link Spam Without Ever Writing the Word

The reason is structural. Google defines the offence one level up, by what the links are for.

The link spam policy then lists roughly a dozen examples. Three of them catch a private blog network without the term appearing: "creating low-value content primarily for the purposes of manipulating linking and ranking signals," which covers the posts written to host the links; "buying or selling links for ranking purposes," which covers every network that rents placements; and "excessive link exchanges," which covers networks whose sites point at each other to look connected.

Defining the offence by purpose has a consequence operators tend to discover late. Most of the money spent hardening a network goes into making the sites look better — separate hosts, private registration, longer articles, stock photography, author pages. None of that touches the clause, because the clause asks what the links are for rather than how convincing the wrapper is.

One exception in the policy is worth knowing, because it explains why the compliant version of a paid link cannot power a network. Google states that buying and selling links is a normal part of the web economy for advertising and sponsorship, and that such links comply as long as they are qualified with rel="nofollow" or rel="sponsored". Those attributes stop the link from passing ranking credit. A PBN link that carries them is a policy-compliant advertisement that does the one thing it was bought to avoid: nothing for rankings.

The Two Ways Enforcement Arrives, and Why the Common One Is Silent

Discussions of PBN risk tend to jump straight to deindexing, which is the loudest outcome and the least frequent. Two separate mechanisms operate, and they differ most in whether anybody tells you.

The first is algorithmic. In December 2022 Google announced it was using SpamBrain to neutralize the impact of unnatural links, and described the detection scope in terms that map onto network sites exactly: the system "can now detect both sites buying links, and sites used for the purpose of passing outgoing links." The announcement describes the effect on rankings as spammy links being neutralized, with "any credit passed by these unnatural links" lost. No notification accompanies this. The link stays in place, still visible in every third-party backlink tool, contributing nothing.

The second is a manual action. When a reviewer confirms a pattern of unnatural inbound links, the site receives a notice in Search Console, and the manual actions report names the problem and opens a reconsideration process. Rankings can drop site-wide, and in severe cases pages are removed from results entirely. This path is loud, documented, and recoverable — slowly.
